ANNOUNCEMENT OF NEW PAY STRUCTURE OF THE TRIPURA STATE GOVT. EMPLOYEES.

21st February 2009 - Long awaited announcement of the adoption of New Pay Structure of Tripura State Govt. employees has ultimately been announced today by the Finance Minister Badal Choudhuri in a Press Conference just after a special Meeting of the Cabinet. The government took time to examine the Report of the Pay Review Committee. Finance Minister has announced that the recommendations of the PRC have been accepted subject to some modifications. Grade pay has been increased by 5 % from the suggested 40% to 45%.Qualifying service for full benefit of Pension has been reduced to 25 years from the existing 33 years. Fixation Factor of 1.74 has been retained as per the recommendation of PRC in place of 1.86 (rate accepted by the Central Govt.). Thus the outcome could not satisfy a large section of employees. The demand of Revised Pay structure at par with Central Pay Scale was ignored resulting in resentment of the employees. PRC left the issue of increasing Retiring age of the employees to the Govt. The Govt., however, retained the age as before. This has also aggravated the resentment. In the Revised Pay structure pay of the employees would be notionally fixed w.e.f. 01.01.2006 and with actual financial beneifit w.e.f. 01.04.09.Emoluments from 01.01.09 to 31.03.09 would be impounded and transferred to GPF Account of the employee concerned. Maximum limit of the House Rent Allowance increased to Rs.2000 against suggested Rs.1500. Implementation would involve an additional expenditure of Rs.900 crores per year.  A comparative Statement of existing emoluments and revised emolument in certain cases is given below.
